“The Case of Mysterious Military Complex on Dauphin Island”
The following is my opinion of what is now happening on Dauphin Island.
One thing that has been puzzling to me is that the DIPOA Board of Directors was asked many times since last summer, if they had documentation about the Town/Developer’s Military Complex (AFRC) with their answer being "No". The Mayor was asked if he had any documentation about the Town/Developer’s Military Complex (AFRC) and he said "NO". The Town of Dauphin Island was asked about documentation about the Town/Developer’s Military Complex (AFRC) and their answer was also, "NO".
If nobody had any information about Military Complex AFRC but Rod Grimm, who is the Town lobbyist, did the Lobbyist deicide to build the complex on his own?
According to Rod Grimm documents, he was hired by the Town to lobby for the east end from "the Fishing Pier at the public beach to Fort Gaines" and the Town has paid him over $140,000 dollars. Didn't Rod Grimm recommend WRScompass, to the Town to do the East end study? I believe, according to the Corp’s Class attorney, that POA Attorney Cliff Brady and POA President Bill Harper asked for the Corps of Engineers lawsuit to be settled for $1,500,000 dollars to add to that same East end study. According to POA minutes, the POA Board paid Cliff Brady around $22,000 dollars to talk to Rod Grimm, the Town Lobbyist.
Did the Lobbyist, Rod Grimm, hide all of the documentation that he sent to the Military from the Town and the POA? If the POA and the Town did not have any documentation, who wrote the December letter recommending Dauphin Island to the CNIC Navy, with all of the facts involving the Military Complex locations and why did the Town, the POA, the Park and Beach Board co-sign the letter?
Mr. Rich Gorman with the AFRC Military Complex was in Town last month in response to the Town’s December letter. Again the Town and the POA were asked about AFRC documentation. The Town still didn't have any documentation. Who took Mr. Gorman to see the POA Property and the Holiday Isle Condos, if nobody had any knowledge of what was going on? Oh! That right, Rod Grimm was back in Town at that time: Doesn’t he know all?
An Email was sent to the Town asking about information or documents about the meeting with Mr. Gorman. The Town’s response was that the Town Council met with him in groups of less than 3 members, so it was not a meeting and no minutes were kept. The Town didn't have any information about it. Did the Town Council pass notes under the table, to each other or to the Mayor? What did they do, chew them up, to hide them like school children?
Why would the POA last summer submit a Vision plan to the State of Alabama and sign Documents about the Military Complex AFRC, and mention the Military in every newsletter since last September, without any documentation? What happen if the State asked the POA or Town any questions about the documentation behind the plan? OH DEAR, they do not have documentation or other information. How embarrassing!
Another thing that is puzzling, is that after the POA and the Town were given “the Town’s real documentation" that nobody ever knew existed, they were asked who was the Developer. According to the Town’s proposal for the AFRC, the Town and a private sector entity (Real Estate Developer) “will form a partnership to finance, construct and operate a AFRC on the Island”. The project concept would include the transfer of the Coast Guard property on the East end to the public-private partnership.
Well, guess what, now there is an "UNKNOWN DEVELOPER".
Let discuss who is going to finance this venture. According to the Town, it has no money. According to the documents, it is the BP money for economic development reportedly is being sought. So is the "UNKNOWN DEVELOPER" is going to get BP money to construct the AFRC? Is the Town of Dauphin Island with a part time Mayor, part time Town Council and a staff that only works 4 days a week, going to operate the Island wide Complex or is the "UNKNOWN DEVELOPER".
Also, if the "UNKNOWN DEVELOPER" is unknown, why would Rod Grimm write in the Town Documentation the following: "The Town has had discussions with several private sector real estate development entities that indicate if DOD puts the AFRC on DOD reservation systems and guarantees some level of occupancy, along with some other real estate location incentives (such as zoning preference which the Town of Dauphin Island can provide), financing can be obtained to construct the AFRC hotel/recreation complex"?
Now we have “REAL ESTATE LOCATION INCENTIVES” and “ZONING PREFERENCE” to the “UNKNOWN DEVELOPER”. Could this is all tied to the 2007 legal ZONING OPINION that the Town got from the Miss/Ala Sea Grant. Also, did all of this have something to do with the New “NON-EXISTENCE COMPREHENSIVE PLAN” that was apparently paid for in 2008 and had to be sent back because it was too extensive? Now the planning commission has the plan. Is the Town now playing hide and seek with a Comprehensive Plan? Maybe it is a secret.
Now the POA is asking the members to vote on “Mandatory Dues” that has an Extra 5 Constitutional changes attached to the Amendment and remove the “Exclusive Use” from the Deed, to change all POA property from private to public use. This will include the POA easements between the homes on the Island. After passage we will apparently have people wandering around and behind all of the homes on the Island, so the NON-DOCUMENTED MILITARY COMPLEX CAN COME TO DAUPHIN ISLAND.
If that is not enough, now THREE POA BOARD MEMBERS are soliciting PROXIES for the owners to sign so the board members can vote according to the “NOT IN THE CONSTITUTION SECRET BALLOT ” and the board is going to pay someone over $2000 to count the “SECRET BALLOTS” instead of the Board putting everything on a plain proxy that can be documented. Maybe that is to make sure that the Board still can say they know "Nothing about anything".
All I really know for sure, and I can feel it all the way to my Funny Bones, is what ever the Town and the POA are doing, it could not be in my best interest, as a property owner on Dauphin Island, but that is what each member must decide.
One thing for sure, I do not want people that are making the major decisions, that have no documentation, who claims to know nothing, and have not had any meetings, have not talked to or met with any Department of Defense personal about a military Complex and who do not know of and have not meet with the “UNKNOWN DEVELOPERS”, and that for some reason are giving them “ZONING PREFERENCES” that don't exist, because of an “NON-EXISTENCE COMPREHENSIVE PLAN”, to be make any more decisions that affect me.
I am therefore, soliciting your proxy, which is a REAL PROXY that can be kept with the REAL DOCUMENTS of the Corporation, and which show how the property owners actually voted. Lets not let the POA Board keep “secrets” any more.
I am personally voting NO on everything.[/b]

Every property owner has to get involved and protect your rights
Ronald Regan once said “ 'We the people' tell the government what to do, it doesn't tell us. 'We the people' are the driver, the government is the car. And we decide where it should go, and by what route, and how fast…'We the people' tell the government what it is allowed to do. 'We the people' are free”.
It is time “We the people of Dauphin Island” tell our government and the POA what “We the people” will allow them to do.
