This board functions as a file folder of sorts, where you can create posts and attach document files to them, or include links to outside information sources related to DIPOA issues.
Note that you can attach a file to any post in any thread, but you may want to repost the file additionally to this board so that it will be easier to find in the future.
Consider this board (the Documents board) as a file drawer, with each thread representing a folder in the file drawer. Inside each folder will reside posts with attached files of similar nature.
For example, if you want to upload some files which provide information on how to file claims for the BP Oil Spill, create a thread (a new "folder") on this board called something like "BP Claim Forms" and then create a new post within that thread for each file you want to upload.
If you want to provide a link to an information source, create a new post and include that link.
Do not post comments on this board. This board serves merely as a file drawer to hold documents and links. Post commentary on the topic boards.
